GENERAL STATEMENT OF DUTIES:
Works with and provides overall support to the Chief Human Resources and Payroll Services Officer in the administration of the operations and activities of the Human Resources & Payroll Services Department. Responsibilities include employment jobsite management, advertising, and troubleshooting. University organizational charts, grievance tracking, performance evaluations, maintaining department website and other duties as assigned. Performs administrative duties requiring a high degree of discretion and decision making for conformance with collective bargaining agreements, application of personnel policies, handling of personnel and payroll files, and accurately maintain and update related HR systems and databases and integrate these systems into a reporting function which supports the Fitchburg State community.
DUTIES & RESPONSIBILITIES:
- Handle highly confidential information and perform administrative tasks for the Chief Human Resources and Payroll Services Officer including scheduling, personnel files/information, reporting, letters and memos, grievance files with accuracy and detail.
- Provides daily office management and operations including front office needs and HR records management.
- Assists with updating policy within the department.
- Provides continuous improvement through analyzing and recommending solutions to workflows, policy and areas needing attention.
- Serves as a frontline customer service representative and monitors the Human Resources email for inquiries from faculty, staff, students, and general public.
- Assists the office with related correspondence to staff, faculty, and internal and external constituents.
- Update and maintain employment data via Human Resources Systems, databases and spreadsheets.
- Maintenance of electronic personnel files.
- Responsible for assuring that all AFSCME and APA performance evaluations are processed in a timely fashion per the collective bargaining agreements, track completion of evaluations and send follow up notifications to supervisors if outstanding, update all evaluations records utilizing HRCMS.
- Assists with new part time hires to include CORI/SORI and background screening for all new hires.
- Manages hiring process via the university job site to include posting all positions, reviewing applicants as necessary, assisting search committees/hiring managers, and closing searches. Provides training and assistance to supervisors/jobsite users as well as troubleshoot issues.
- Advertise positions on external websites as requested.
- Maintains official university organizational charts.
- Assists with the edits and revisions of departmental manuals, employment forms and electronic links as needed.
- Provides personnel information as requested from the HRCMS, Banner and Interview Exchange systems for internal needs and other campus departments as requested.
- Create and track personnel action workflows (i.e. new hires, reclassifications, terminations, promotions, etc.) and provides personnel notification report for Board of Trustees packet.
- Assists with administrative support with the organizing and scheduling professional development trainings/events for HR/Payroll services.
- Assist with the department budget including online requisitions and reports for HR/Payroll Office.
- Monitor and maintain the Human Resources and Payroll Services web page; including forms, resources; university policies and employment opportunities.
- Order supplies for the division, work with dining services on catering needs and making name badges for the campus community.
- Perform other duties with or without reasonable accommodations.
Job Requirements:
QUALIFICATIONS:
- Must have at least three to five years of full time or equivalent part-time administrative experience within a confidential, high volume work environment. A Bachelor's Degree in Business Administration or related field is a plus.
- Ability to work within a diverse work environment while providing excellent customer service.
- Ability to exercise discretionary and independent judgment while handling confidential information.
- Related experience in Human Resources preferred within a collective bargaining agreement environment, with demonstrated experience interpreting employment policies and procedures as required by law and union agreements.
- Excellent oral and written communication skills, interpersonal skills and organizational skills required.
- Excellent computer skills required with Microsoft Office products; Banner and HRCMS experience preferred; solid technical skills.
- Ability to manage complex processes and concurrent projects.
- Possess attention to detail and ability to work in a face paced, stressful environment.
- Ability to develop and maintain databases and produce reports as required.
- Ability to work with minimal supervision in a team setting.
- Ability to maintain a harmonious working relationship with others.
- Ability to perform above duties with or without reasonable accommodation.
- Satisfactorily pass a check conducted by the Criminal History Systems Board/Sexual Offender Registry Information (CORI/SORI) and a complete background satisfactory to the university.
Additional Information:
This is a full-time, benefited, exempt, professional non-union position. The annual salary range for this position is $73K - $75K.
Shift Information: 8am- 5pm, Monday through Friday
