Senior Department Research Administration Lead

Job Description

We are seeking a Senior Department Research Administration Lead who will play a crucial leadership role within the Department of Health, Behavior, and Society (HBS) Department, overseeing both research administration and grants & contracts management, while also collaborating with the Academic Office to manage PhD student affairs related to Collective Bargaining Agreement (CBA) implementation as well as overseeing academic issues with financial implications to the department. This multifaceted position requires a highly organized and detail-oriented individual with exceptional communication, managerial, and problem-solving skills.


Specific Duties & Responsibilities


Research Administration & Grants/Contracts Management

  • Oversee the entire lifecycle of grants and contracts, from pre-award (proposal development, budget preparation, submission) to post-award (award setup, financial management, compliance, reporting, closeout).
  • Supervise and mentor a team of Grants & Contracts Analysts, ensuring adherence to university and sponsor regulations.
  • Provide expert-level guidance and support to faculty on all aspects of grant and contract management.
  • Collaborate with the central Office of Research Administration to ensure compliance and streamline processes.
  • Develop and implement policies and procedures to enhance efficiency and effectiveness in research administration.
  • Lead and collaborate with the Department Administrator on school-required reporting related to extramural funds.
  • Oversee processes for the management and reconciliation of all extramural budget accounts once award(s) have been granted or contract(s) signed.
  • Manage department payroll distribution for faculty, staff, and students, ensuring accuracy across various internal and external accounts.
  • Manage and distribute control salary reports, ensuring timely processing of e-forms by reporting staff.
  • Support Administrator with effort certification, ensuring pre- and post-review of effort and effort certification.
  • Respond to ad-hoc reporting requests and provide information about PI activities and funding.
  • Collaborate with Sponsored Shared Services to verify and update financial data.
  • Monitor unique terms and conditions for non-federal support and direct the processing of invoices and reports to sponsoring agencies.
  • Create systems to provide internal support and improve post-award management.
  • Serve as a liaison with various university offices and external sponsors
  • Support the Administrator with the monitoring and approval of cost transfers and work with faculty and reporting staff to reduce their occurrence.
  • Review budget justifications, ensuring compliance and accuracy.
  • Assist Principal Investigators and reporting staff in completing required pre-award information and ensure appropriate F&A rates are assigned and F&A is appropriately recovered.
  • Provide groundwork and serve as the department expert for subcontract negotiations and independent contractor setup.
  • Coordinate and lead submission of large and complex grant proposals (Training Grants, Cooperative Agreements, Program Project/Center Grants).
  • Maintain tracking of grant status within university and department systems and produce specialized reports at the leadership's request including pipeline reports on upcoming application activity and summary information/success rate of submitted grants by faculty.


PhD CBA Financial Affairs and Implementation

  • Partner with the HBS Academic Office to manage all financial and sponsored research impacts of CBA implementation.
  • Act as a liaison between students, the Academic Office, faculty, and departmental leadership, addressing concerns with CBA implementation and sponsored impact as they arise.
  • Provide expert knowledge on PhD and Post-Doc fellowships.
  • Collaborate with the Academic Office to develop and implement policies and procedures related to CBA PhD student affairs.
  • Lead the development of comprehensive financial models and analyses to assess the financial impact of the CBA implementation on the department.
  • Develop department-wide pre-award practices that account for the financial impact of the CBA
  • Lead application efforts related to training grants (T32s, F31s) that can support the department's mission of PhD training under the CBA.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Five years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.
  • Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master's Degree in Business Administration, or a related field.
  • Seven plus years of experience in research administration and/or grants and contracts management, preferably in an academic setting.
  • Demonstrated leadership and supervisory skills.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Strong understanding of federal grant regulations and university policies.
  • Advanced skills in financial management, budgeting, and financial modeling.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Experience with student affairs in an academic setting.
  • Familiarity with Johns Hopkins University and the Bloomberg School of Public Health and its systems.
